Steve represents individuals and businesses in disputes with insurance companies. With extensive appellate and trial experience, Steve helps clients navigate complex contracts and works to resolve their disputes with the most efficient and effective solution.

Steve has valuable experience analyzing problems from various perspectives: presiding over administrative hearings, conducting more than two dozen jury trials to verdict, briefing and arguing cases before state and federal appellate courts, and testifying and advancing priorities before the Oregon Legislative Assembly. Resolving disputes takes creativity and a thorough understanding of the issue. Steve sees the whole picture and advances the client’s goals in a cost-effective manner.

Prior to joining Parsons Farnell & Grein, Steve served as Deputy General Counsel to Governor John A. Kitzhaber, M.D., for four years. After serving as Chairperson of the Oregon Board of Parole and Post-Prison Supervision, Steve joined the Multnomah County District Attorney’s Office as a prosecutor.

Steve began his career as an Assistant Attorney General in the Appellate Division of the Oregon Department of Justice. He briefed and argued numerous civil, administrative, and criminal cases before Oregon and federal appellate courts, and was a member of the team of attorneys for Gonzales v. Oregon, 546 U.S. 243 (2006), which defended Oregon’s Death With Dignity Act before the Supreme Court of the United States.

During law school, Steve was an Articles Editor for Willamette Law Review and was at the Oregon Supreme Court as a Public Honors Fellow/Extern. Following graduation, he briefly served as a petitions clerk for the Oregon Supreme Court.
